Panniers are sold in pairs. (Saddle not included). 

Panniers are constructed of abrasive-resistant, 1000-denier cordura, with a urethane coating for water resistance. Nylon webbing completely encircles the bags, providing support, with no stress on the material. A nylon loop allows easy attachment to the pack saddle. D-rings on the top and bottom of the bags allow for tying down extra gear.

They measure 16″ H x 16″ W x 8″ D, with an outside pocket on each bag for frequently used items. Each bag is double-stitched and has a top flap that secures with quick release buckles. An optional easy-to-use strap is included, which can be used to lift and support the bottom of the panniers when carrying heavy loads, like meat or water bags.
